No public comment was brought forth during the final public hearing had for the Katy Golf Club Community Improvement District.
As previously reported, the CID allows for the city to impose a 2% sales tax within the district to finance improvements to the Katy Golf Club. Such improvements include: renovation of the current Katy Golf Club house, upgrades to the parking lot, golf cart path resurfacing, a new 50 maintenance building, and adding a full-service restaurant and event space.
The total estimated cost of the project is $4,325,000, which would be reimbursed by the sales tax. The project would be financed on a pay-as-you-go basis from the revenue collected from the CID sales tax, per the resolution. The district encompasses the Katy Golf Club footprint.
Commissioner Leland Crooks said he was looking forward to seeing the outcome.
“It’s going to be a good thing,” Mayor Kevin Cruse said.
Ordinance No. 6584 to create the Katy Golf Club CID and levy the 2% sales tax was officially approved following the required hearings.
In other actions, the Wesley United Methodist Church formally requested $7,500 from the D. V. Reed fund to support the Grab ‘n Go Food Ministry. As of 2025, the group serves 240 meals each Thursday to the homebound and elderly from the King Cash Saver parking lot. The meals cost roughly $3,000 per month to make. This request was approved. After this request, the D.V. Reed fund balance is $33,454.09.
The commission voted to expand the common consumption area, which is active only during specified events, such as the St. Patrick’s Day celebration. According to the ordinance, the Downtown Common Consumption Area is defined as 17th Street on the east, the alley between Broadway Avenue and Belmont Avenue on the south, Central Avenue on the west, and Washington Avenue on the north, and blocks 17-19 in the original town of Parsons. The Forrest Park Common Consumption Area is defined as Forrest Park and the Stone Shelter House.
In other business: — Permission for the Kissire Group to hold an automotive swap meet at Marvel Park was approved. The swap will take place May 1-2, 2026, using city barricades for safety.

The City will also provide access to the Marvel Park Campground as needed for the event. Labette County Tourism will be working with the group to provide a grant to help with expenses.
— Appropriation Ordinance No. 427 was approved in the amount of $612,491.89.
— An executive session was held to discuss financial affairs relating to a corporation. No action was taken following this session.
The next regular Parsons City Commission will be held on Monday, March 2, in the City Commission Room at the Parsons Municipal Building at 6 p.m.
