Rural Parsons woman arrested for many registration violations

Last week, Parsons police arrested a local woman for multiple violations of the Kansas Offender Registration Act.

On July 1, police arrested Angela Hall, 47. Hall, a convicted drug offender, was arrested after an investigation uncovered numerous instances of noncompliance with state registration laws.

Hall is required to register as a drug offender through July 14, 2035, following a 2018 conviction in Franklin County for drug distribution.

During a routine compliance check on June 12, police discovered that Hall had failed to renew her Kansas identification card annually as required. Her ID expired on Jan. 28, 2023, and she had failed to renew it in 2023, 2024 and 2025, resulting in four aggravated violations and eight registration violations, according to a release from Parsons police.

Further investigation revealed multiple fraudulent address registrations and failures to update her residence: — 3509 Main St., Parsons, registered in October 2023, January 2024 and April 2024, despite the property being sold and vacated in September 2023.

— 1915 Main St., Parsons, registered in July 2024, but this address does not exist.

— 212 Southern Ave., Parsons, registered as current address on May 6, 2025. Investigation showed, based on witness statements, that Hall had not lived there in May 2025.

— 4555 Trego Road, Parsons, in rural Neosho County. Hall admitted to living here for “a few weeks” without updating her registration within the three-day requirement.

During a recorded interview, Hall confirmed several violations and stated she failed to update her registrations due to homelessness or confusion about the registration process. Despite acknowledging the requirements and processes in signed offender paperwork, Hall failed to comply on numerous occasions, the release said.

The Parsons Police Department says it is committed to the strict enforcement of the Kansas Offender Registration Act to ensure public safety and accountability.
