Lottie Louise Neighbors, 85, of Parsons died at 1:02 p.m. Sunday, Jan. 29, 2012, at Labette Health in Parsons. She was the widow of William E. “Bill” Neighbors Jr., who preceded her in death on Dec. 7, 2003.
